歷史沿革
本校組織規程第八條明定:本校設總務處,掌理文書、事務、出納、營繕、保管及其他總務事項。並分設文書、事務、出納、營繕、保管五組。
依本校組織規程第十一條規定:總務處置總務長一人,由校長聘請副教授以上人員兼任或由職員擔任之,承校長之命,主持全校總務事宜。並置秘書、專門委員、專員、組員、事務員、書記、技正、技士、技佐若干人。
本校自七十一年奉准成立後,即依計畫由台北市政府協助徵收取得台北市北投區桃源段三小段38地號等土地計約24公頃之山坡地,並於七十三年五月發包整地,因土地徵收業務遭遇困難,至七十四年四月始全面正式動工;另於七十四年六月完成第二期約13公頃校地之徵收作業,並於七十八年六月發包整地,於八十年完工。
至於校舍建築部份係自七十八年二月開始發包興建,包括行政大樓、圖書館、各系系館、餐廳、男生宿舍、女生宿舍、舞蹈廳、戲劇廳、美術系特殊教室、體育游泳館、球場、體育場、學人會館、研究大樓、美術館、音樂第二大樓、學生活動中心、教學大樓、音樂廳、警衛室、藝文生態館、女一舍、戲舞大樓、研究生宿舍、科技藝術館等,均已陸續落成使用。
目前,總務處之業務推廣,分別設有營繕組、事務組、保管組、文書組、出納組等五個工作單位。
According to Article 8 of the University’s Organizational Regulations, the General Affairs Office is established to oversee documentation, general affairs, treasury operations, construction and maintenance, property Management Division, and other general administrative matters. The Office is divided into five divisions: Documentation, General Affairs, Treasury, Construction and Maintenance, and Property Management.
In accordance with Article 11 of the University’s Organizational Regulations, the General Affairs Office is headed by a Director of General Affairs, who is appointed by the President. The position may be concurrently held by a faculty member at the rank of associate professor or above, or held by an administrative staff member. Under the direction of the President, the Director is responsible for overseeing all general affairs of the University. The Office is staffed with secretaries, senior specialists, specialists, division officers, administrative assistants, clerks, technical specialists, technicians, and assistant technicians.
The University was officially established in 1982. In accordance with its development plan, and with the assistance of the Taipei City Government, approximately 24 hectares of hillside land located in the Taoyuan Section, Beitou District, Taipei City, were acquired through government-assisted land expropriation. Land grading was first tendered in May 1984; however, due to difficulties encountered in the land acquisition process, full-scale construction did not commence until April 1985. In June 1985, the acquisition of an additional 13 hectares of land for the second phase was completed. Land grading for this phase was tendered in June 1989 and completed in 1991.
Construction of campus buildings commenced in February 1989. The projects included the Administration Building, Library, Departmental Buildings, Dining Hall, male and female dormitories, dance hall, drama hall, specialized classrooms for the Department of Fine Arts, gymnasium and swimming pool, sports courts, stadium, scholars’ hall, research building, art museum, second music building, student activity center, academic building, concert hall, security office, arts and ecology hall, Female Dormitory 1, drama and dance building, graduate dormitory, and the Technology and Art Hall. These facilities have been completed and are currently in operation.
At present, the General Affairs Office comprises five divisions: the Construction and Maintenance Division, General Affairs Division, Property Management Division, Documentation Division, and Treasury Division.
